Heather L. Keil, General Counsel

The General Counsel of the Chicago Park District is responsible for all the legal affairs of the Chicago Park District and oversees and directs the work of the following departments: Law Department, Risk Management, Ethics, and Freedom of Information Act (FOIA).

The Law Department is responsible for providing legal counsel and representation to the Chicago Park District, its officers, and departments. Chicago Park District attorneys handle matters including general litigation, labor and employment, Workers' Compensation claims, municipal corporate matters, land use and acquisitions, transactions, and drafting and revision of ordinances.

The Risk Management Department manages and coordinates issues relating to safety and health programs, administration of the Park District's Workers' Compensation programs, insurance matters, and compliance with laws to help maintain a safe environment for patrons and employees.  

The Freedom of Information Officer is responsible for responding to requests submitted pursuant to the Illinois Freedom of Information Act (FOIA), which provides the public the right to access government documents and records.  

The Ethics Advisor is responsible for enforcing the Chicago Park District's Ethics Ordinance (Chapter 3 of the Chicago Park District Code).

Law Student Externship Program

The Law Department manages the Chicago Park District's Law Student Externship Program. Legal Externships provide law students with the opportunity to work in a positive workplace where they can gain the experience needed for success in the legal field.
